Dairy Packaging & Food Contact Materials Compliance
FSSAI Eastern Region Head Office

Overview
Dairy products are uniquely sensitive food matrices: their combination of high moisture, milk fats, and active microbial flora makes them highly susceptible to chemical contamination, off-odors, and photo-oxidation if packaging materials do not comply with strict Food Contact Material (FCM) guidelines.
During this specialized training tenure at the Food Safety and Standards Authority of India (FSSAI) Eastern Region Head Office, Kolkata, I evaluated industrial packaging formats deployed by local dairy processors against national regulatory benchmarks.
Scope & Regulatory Standards
The project conducted rigorous technical reviews grounded in statutory food safety frameworks:
- Food Safety and Standards (Packaging) Regulations, 2018
- IS 9845: Determination of overall migration of constituents of plastics materials and articles intended to come into contact with foodstuffs.
- Heavy Metal & Phthalate Restrictions: Screening compliance against toxic pigment restrictions in printing inks (IS 15495) and banned plasticizers.
Investigation & Analytical Methodology
1. Primary Packaging Sampling
- Sampled key commercial dairy formats:
- Blow-moulded HDPE milk bottles and ghee containers.
- Multi-layer co-extruded polyethylene (LDPE/LLDPE/Octene) pouches for pasteurized liquid milk.
- Thermoformed PP and polystyrene (PS) cups for curd and yogurt.
2. Migration Testing Data Verification
- Analyzed third-party laboratory test reports for Overall Migration Limits (OML) using food simulants:
- Simulant A (Distilled Water): For aqueous non-acidic foods.
- Simulant B (3% Acetic Acid): For acidic dairy media.
- Simulant C (10% Ethanol) & Simulant D (Rectified Olive Oil / Iso-octane): For fatty food simulant testing.
- Cross-verified compliance against the statutory limit of 60 mg/kg or 10 mg/dm².
3. Sustainable Packaging Feasibility
- Authored advisory guidelines assessing the feasibility of bioplastics and paper-based barrier boards for perishable dairy applications in regional climates.
Outcomes & Key Learnings
- Critical Quality Insights: Highlighted the risks of substandard ink migration and lack of proper barrier layers in local dairy packaging chains.
- Deep Regulatory Grounding: Acquired thorough command over national statutory food safety frameworks, vendor certification auditing, and analytical migration chemistry.
- Academic-Industrial Bridge: Directly leveraged foundational B.Tech Dairy Technology principles into practical consumer packaging compliance.
