Overview

India's Plastic Waste Management (PWM) Amendment Rules mandate that Brand Owners, Producers, and Importers meet stringent statutory obligations for plastic recycling, end-of-life disposal, and minimum recycled plastic content through the Central Pollution Control Board (CPCB) EPR portal.

This project encompassed the end-to-end audit, material ledger formulation, and regulatory verification of over 5,000 metric tons of packaging consumables across all manufacturing clusters.

The Regulatory Scope

EPR framework divides packaging into four distinct categories with separate obligations:

1. Category I: Rigid plastic packaging (bottles, jerrycans, pails, drums).
2. Category II: Flexible plastic packaging of single layer or multilayer (pouches, stretch wrap, liners).
3. Category III: Multilayered plastic packaging with at least one layer of plastic and other materials (metal/foil).
4. Category IV: Plastic sheet or like used for packaging as well as carry bags made of compostable plastics.

Ensuring zero non-compliance penalties required unifying disparate procurement records, Bills of Materials (BOMs), and factory dispatch registries into an auditable master ledger.

• Cleaned and categorized procurement histories into Category I, II, and III statutory buckets.
• Uploaded verified datasets onto the centralized CPCB National EPR Portal, coordinating with accredited Waste Processing Entities (WPEs) for certificate generation and credit transfers.

3. Cross-Functional Alignment

• Conducted training sessions for Supply Chain, Operations, and Finance to integrate mandatory EPR serial-code tracking and EPR liability forecasting into quarterly procurement cycles.
